A floor, not a headline rate.
Each figure is the lowest rate a lender publishes across its whole catalogue for that purpose and type, recomputed on every daily sync. A floor also moves when a cheaper product launches or an old one is withdrawn, which is why it is derived from the catalogue rather than read off one product.

Questions brokers ask about Rate Movement
Is this the rate my client gets?
No. It is the lender's published floor for that purpose and type. The rate for a specific product and LVR is in Match, beside the policy answer.
How often does it update?
Every connected lender is synced daily. The time of the last sync is shown on the strip.
Can I hide it?
Yes. Collapse it to a button, or your group can switch it off for everyone.
